Summary
„Eacheconomyisacomplex,socio-economicsystem.Itcanbeanaly-
zedbecauseofdifferentpointsofview,reflectingthespecificnatureofthe
extractedstructuralelementsinit.Thenatureoftheseelementsiscrucialfor
understandingtheeconomicstructure.Thebasiccriteriaforextractingthe
structuralelementsinclude:
–theownershipformofmeansofproduction,whichenablestheanalysisof
publicandprivatesectorsintheeconomy,
–economicactivityallowingthedistinctionbetweenthevarioussectors,
sectionsanddivisionsintheeconomy,
–thespatialarrangement,whichisthebasicelementfortheextractionof
differenteconomicregions,
–anaspectofqualifications,educationandprofessions,whichallowstoana-
lyzetheeconomyfromtheperspectiveofworkingpeople,theireducation
andqualifications”.
Dynamiclabormarketneedsagoodbasiceducation,whichismuchmore
importantinthemodernworldthanitwastwentyyearsago,andtheappro-
priateattitudetowardswork.Thismustbeprovidedbygoodgeneraleducation
withawiderangeofstandardprogrammesconstantlyverifiedbyforceand
labormarket.
EducationinPolandrepresentsaseriouslimitationforthelabormarket
withmanydifferentcauses,whichhaveabroadhistorical,politicalandecono-
miccontext.
Theworking(atpensionlawage)population,inmost,isnotqualified(com-
pletedprimaryschool,atbest).And,ifitisaproblem(amongthisgroup)with
work,thereisoneexpectation:toretireearly.Activeformssuchastraining
arenotineffectiveuse.
Thepopulationofmiddle-aged,trainedinaperiodofacceleratedandcon-
centratedindustrialization,hasmainlygotabasicvocationaleducation,which
currentlydoesnotprovidesufficientqualificationstomodern-skilledworker.
