Informationgiveninthetable(aboutanunemploymentrate)indicatesthat
inPodlaskievoivodshiptheunemploymentrateinthegroupswithhigheredu-
cation,post-secondaryandvocationalsecondaryeducationisgenerallyhigher
thaninthecountry.Itconfirmsthepreviousobservationsindicatingthatthe
absorptionofthelessdevelopedeconomiesoftheregionforworkerswith
highereducationallevelislower.
Theactivationinstrumentforpeoplewithloworsingle-sidedqualifications,
forwhomthereisnoworkonthelabormarket,isthetrainingorganizedbyla-
boroffices.Theyaimtoimproveskillsorretraintheunemployedsothatthey
caneffectivelyoperateonthelocallabormarket.Theorganizationofsuch
courses,however,requiresagoodknowledgeofmarketdemandforskilled
laborincertainoccupations,anditisnecessarytokeepcheckingtheeffec-
tivenessoftraining.
DuetounemploymentinthePolisheconomythereisaneedforactivelabor
marketactivities.Intheperiod1990-2008,thereweredifferentformsagainst
theunemployment.Itwascreatedasystemofunemploymentbenefits.Initial-
ly,theapplicablelawinthisareawasquiteliberalandhadstronglyprotective
character.
Currently,lawregulationsstrictlydefinetheformulaofanunemployed
personanddeterminetheentitlementtobenefits.Nowweputalarger(than
theprevious)emphasisontheprofessionalactivationoftheunemployed.
UnemploymentinPolandhighlydependsonage,genderandeducation.The
levelandtypeofeducationisadecisivefactorinthelabormarketopportuni-
ties.
InPolandunemploymentmostlyaffectspeoplewithloweducation(particu-
larlyasitconcernspeoplewithprimaryeducationorvocationaltraining).
