asubstantialchange.Nowadaysbillionsofpeopleareusinginternet.Thereare
globalbusinessesdevotedtocommunicationlikeskype,whatsapporsocialser-
vicesliketwitter,facebookorinstagram.Theycanbeusedtospreadinforma-
tion.Globalon-linetradecompanieslikeamazon,ebayandaliexpressoreatsy
makeitpossibleforpeoplefromallovertheglobetopurchaseproductsfrom
theotherendoftheworld.
Manyinternetservicesrequirepaymentsandthesearemadewithhelpof
internetbankingandotherfinancialservices.Eventhecriticalinfrastructureele-
mentslikewaterpurificationplants,electricityplantsetc.arecomputerizedand
thereforeoftenconnectedtointernetorinternalcomputernetworksandtherefore
canbeattackedbyhackersthatarehiredbydifferententitiesincludingstateactors.
Ingeneralglobalizationthatpromotesdynamicchangesandstatesthefactor
thatinfluencesthesecurityofstates.Asthesituationevolvesquickerandquicker,
itislessandlesspossibletomakeanypredictionsastowhatthenatureand
extendofthethreatswouldbe.Theincreasinginterconnectionofsecuritytrendsis
partoftheaforementioned.Therisks,theircausesandthreatbearersareofboth
stateandnon-statenature.Theborderbetweennationalandinternationalsecurity
threatsisfadinganditisextremelydifficulttoverifywhetherathreatisinternal
ofexternalandwhatisitsextend.Thereisnootherwaythantoapplyrapid,
flexibleandmultidisciplinaryapproachwhereboothmilitaryandnon-military
solutionsarecombined.Thenowadaystrendofthreatsinglobalenvironment
isverydangerous-aninsignificantthreatsomewhereinaremotelocationcan
rapidlybecomeverydangerousandspreadallovertheglobe.Thereforetheglo-
balsecuritydependsonbalanceofthelocalandnationalsecurityenvironments.
Oneofthemostimportantqualitiesofthecurrentsecurityenvironmentisthe
factthatthelackofstabilityandviolentclashestakingplaceincountriesother
thanEUorNATOmemberscanstillconstituteathreadtothemandnegatively
impactontheirsecurity.ThusEUandNATOmembersshallundertakeactivities
aimingatkeepingpeaceandstabilityinothercountriesespeciallytheirneighbors.
Behindallofthethreatstherearealwaysthesamereasonswillingnessto
conquerothernation,questionmostimportantvaluesofthegivennation,fight
againstthedemocraticlegalstatethatwouldcomewithviolationofhumanrights
andfreedoms(i.e.ofspeech).Stillsomecountriesandmoreandmoreoften
