byprovisionofadequateprocedures,managementandmaintenanceprovided
bywelltrainedpersonnel.Withthatrespectitiscrucialtoconductcomplex
analysisandplanningnecessarytodeterminethemeasurestobetaken.Proper
handlingofsensitiveinformationsrequiregoodmanagementandtrainingofall
involvedpersonnel.Sincethecomplexityandcooperationismoreandmore
increasingproperrulesandtheirexecutionhastobeintroducednotonlyatthe
levelofanorganizationbutalsoprovidedtopartnersasthirdpartiesi.e.other
organizationsandusers.Broadcooperationisveryhelpfulalsoatthelevelof
preparingtohandleandhandlingsecuritythreats.Nowadaysitisnotpossible
toexistwithoutdefinedandfollowedsafetyrequirementwhichshouldbebased
onproperassessmentofriskspossiblythreateninganorganization,especially
makingimpossibletoachievetheentitygoals.Spacialattentionsshouldbeused
whileestimatingthepercentageofpossibility,probabilityoftheiroccurrenceand
extendofimpact.Legalaspectshouldbetakenunderconsiderationincludingall
nationalandinternationalbindinglawsandcontracts.
Talkingabouttheinfluenceofglobalizationovercybersecurityitisnecessary
tomentionthephenomenaofthemilitaryglobalizationthatauthorDavidHeld
describesas“theprocesswhichembodiesthegrowingextensivelyandintensity
ofmilitaryrelationsamongthepoliticalunitsoftheworldsystem.Understood
assuch,itreflectsboththeexpandingnetworkofworldwidemilitarytiesand
relations,aswellastheimpactofkeymilitarytechnologicalinnovations(from
steamshipstosatellites),whichovertime,havereconstitutedtheworldintoasin-
glegeo-strategicspace.”6Theprocessesofmilitaryglobalizationarebehindthe
growingcooperationofarmedforcesofdifferentcountriesandtosomeextend
evenintegrationoftheirunitsintothetransnationalmilitarysystem.
Thesamescholarpromotesthedivisionofmilitaryglobalizationintothree
kindofprocesses:
1.Thewarsystemglobalizationwhere“geopoliticalorder,greatpowerrivalry,
conflictandsecurityrelations”areplaced;
2.Theglobalsystemofarmsproductionandtransfers,thatinfluencestheglobal
armsdynamics.
3.Thegeo-governanceofviolencethatmeans“embracingtheformalandinfor-
malinternationalregulationoftheacquisition,deploymentanduseofmilitary
force.”7
