Afterthefailureofthenegotiationswiththenationaldemocrats,on
November1,1918,RydzandMiedzińskidecidedtoleaveforLublin.It
isquitepossiblethatthisdecisionwasinfluencedbytheintensification
oftheevents,themostimportantofwhichwascreationofPolish
LiquidationCommitteeinKrakowasacounterweighttotheRegency
Council,andcollapseofmilitarygovernmentsontheterritories
occupiedbytheAustrians.
Obviously,onthelastdayoftheirstayinWarsawtheretookplace
ameetinginthehouseofArturŚliwiński,atwhichŚmigłyproposedto
createademocraticandnationalgovernmentwiththeheadquartersin
Lublin,independentoftheRegencyCouncil.Thereisnoinformation,
whetherBogusławMiedziński,whowasperformingthefunctionsof
thePolishMilitaryOrganizationdeputycommander,participatedin
thismeetingtogetherwiththerepresentativesofthePolishSocialist
Party,thePolishPeasant’sParty»Wyzwolenie«,thePolishPeople’sParty
»Piast«aswellastherepresentativesoftheNationalIndependenceParty.
Atthemeeting,theyelectedthemembersofthecabinet,withoutthe
distinctdivisionofministries.HavingarrivedinLublin,Miedzińskiand
Śmigłyimmediatelytooktotheimplementationofthetasks,defined
inWarsaw.However,itwasnotsoeasy.Althoughtherepresentatives
ofthePolishMilitaryOrganizationcontrolledthemajorpartofthe
strategicobjectsofthecity,theRegencyCouncilwasreadytoopposethe
PolishMilitaryOrganizationwiththehelpofPublicSecurityGuards,
organizedbytherepresentativesoftheNationalDemocraticParty,as
wellasregulartroops,whichconsistedofthePolesfromtheformer
Austrianarmy,foundedbyStefanPasławski.OnNovember3,the
general-governorofLublinhandedoverhisprerogativestotheRegency
Council,whichappointedJuliuszZdanowskiitscommissioner.Onthe
veryday,ZdanowskiandRydzmadeacompromise,accordingtowhich
ŚmigłyinreturnforanoathofloyaltytotheRegencyCouncilhadtotake
