Morethan40yearsaftertheadoptionoftheHelsinkiFinalActin1975,
theongoingcrisisinandaroundUkrainebroughttheOrganisationfor
SecurityandCooperationinEurope(OSCE)backtothecentreofsecurity
discussions.Evenifitistooearlytodrawfinalconclusionsfromwhatmay
beconsideredthegreatestcrisisofthepost-1990Europeansecurityorder,
twomainconsequencesfortheOSCEcanalreadybehighlighted.
Ontheonehand,theorganisation’snormativeacquishasbeenprofoundly
challenged,thusraisingdoubtsaboutitslegitimacyasanorganisationof
cooperativesecuritybasedoncommonlyagreedstandardsandvalues.As
Germany’sforeignministerFrank-WalterSteinmeier,theOrganisation’s
chairmanfor2016,putsit:“Russia’sactionstowardsitsneighbourandthe
ongoingcrisisinandaroundUkrainehavecalledintoquestiontheOSCE’s
commonfundamentalprinciplesandvaluesestablishedintheHelsinkiFinal
Actin1975,intheCharterofParisandinotherkeyOSCEdocuments.”2Just
threeyearsbeforetheeventsinKyiv,headsofstateandgovernmentofthe
OSCE’sthen56participatingstateshadgatheredforasummitinAstanaand
reaffirmedimportantcommonprinciplesinacommemorativedeclaration.
