controlandtakeadvantageofitsaddedvaluewithintheEuropeansecurity

architecture?WilltherightconclusionsbedrawnfromtheOSCE’srolein

thecrisismanagementinUkraine?WilltheOSCEbeabletotakeactionin

otherurgentﬁelds,suchastherefugeecrisis?

TheOSCEandItsComprehensiveApproachtoSecurity

“AstheCSCE/OSCEwascreatedasasecurityorganisation,itwas

basedonaconceptualinnovationofwhat‘security’meant.Participating

statesaimedatcreatingacomprehensiveframeworkforpeaceandstability

inEuropethatentailedmorethantheabsenceofconﬂictamongthem.Thus,

CSCE/OSCEadoptedanapproachtosecuritythatencompassespolitico-

military,economicandenvironmental,andhumanaspects—thesocalled

‘threedimensionsofsecurity’.”4Therefore,oneuniquecharacteristicofthe

Helsinkiprocessisthebroadrangeofissuesitsparticipatingstatesagreed

todiscussandtodevelopcommonapproachestowardsthroughCSCE/

OSCEdecisions.Thisledtoanewwayofapproachingsecurityissues.
