politicalleadership.In2014,SwissforeignministerDidierBurkhalter,

thenchairman,mobilisedtheOSCE’sbroadrangeofinstruments,suchas

facilitatingdialogueandreconciliation,monitoringandcapacitybuilding.

NumerouseffortsbydifferentOSCEexecutivestructures(suchasthe

newlyestablishedSpecialMonitoringMissiontoUkraineortheWarsaw-

basedOfﬁceforDemocraticInstitutionsandHumanRights,ODIHR)have

proventheOSCE’soperationalrelevanceontheground,servingasatool

boxavailableforcrisismanagement.

Againstthisbackground,someobserversmightarguethattheOSCE

asanorganisationhasbeendeeplydamagedbythecrisisoftheEuropean

securityorder,leadingtotheend(oratleastthetemporarysuspension)ofthe

cooperativeapproachtosecuritytheOSCEstandsfor.Forthem,thecurrent

crisisisjustonemoreproofthattheOSCEisnotabletobringtofruitionthe

idealisticvisionofpeaceanddemocracyinEurope,promotedbytheCharter

ofParis,letaloneasystemofEuropeancollectivesecurity.

TheOSCEisindeedatacrucialpointinitshistory.However,this

contributionargues,thatitisnotdespite,butbecauseofthecurrent

crisisthattheOSCEismorerelevantthaneverandthatitiswellplaced

withintheEuropeansecurityarchitecturetocontributesubstantiallytothe

restorationofsecurityandstabilityinEurope,providedthatitgetsstrong

politicalbackingofitsparticipatingstatesforthefullimplementationofits

comprehensivesecurityconcept,includingthestrengtheningofthepolitico-

militarydimension.

Asthelargestregionalsecurityorganisationintheworld,through

itsgeographicalscope(bothEuro-AtlanticandEurasian,rangingfrom

VancouvertoVladivostok),itsbroadthematicapproachtocooperative

security(theconceptofcomprehensivesecurity,coveringapolitico-military,

economicandhumandimension),itsprinciples-basedcharacter(basedon

politicallybindingcommitments)anditsoperationalcharacterasaplatform

fordialogueandasatoolboxforcrisismanagement,theOSCEdelivers

addedvaluetotheEuropeansecurityarchitecture,compared,forexample,

toNATO,asanorganisationofcollectivedefence,ortotheCouncilof

Europe,basedonlegallybindingandjusticiablenorms.ToquoteSteinmeier:
