CommissionpreparestheCommunityLisbonProgrammetoensuretheconver-
genceofnationalprogrammes.AnnualnationalreportsonStrategyimplementa-
tionsubmittedtotheEuropeanCommissionserveasthebasisfortheprepara-
tionofacollectiveagreement.TheCommissionthensubmitsthereporttothe
EuropeanCouncil,whichreviewstheimplementationoftheStrategyandmakes
adecisiononthenecessaryadaptationofintegratedguidelines.Afterthecom-
pletionofthethree-yearcycletheintegratedguidelines,nationalreformpro-
grammesandCommunityLisbonprogrammeareadapted4.
HavingreviewedtheimplementationoftheLisbonStrategyin2010theEu-
ropeanCommissionstatedthatalthoughitsresultsweretangibleanditfacilitat-
edthebuildingofaconsensusonthereformprogrammes,therewasanoticeable
gapbetweenthecommitmentsandachievements.Somecountriesstartedambi-
tiousreformswhileotherswidenedthegap.Thereforeitwasnotpossibleto
achievesomeimportantbenefitsandsynergies.Inparticularnoconnectionbe-
tweentheLisbonStrategyandotherstrategiesandinstruments,suchastheSta-
bilityandGrowthPact,SustainableDevelopmentStrategyandSocialAgenda
hasbeenachieved.IntheCommission’sopiniontheconceptofpartnershipbe-
tweentheEuropeanUnionandmemberstateshadapositiveimpactontheco-
operationanddivisionofresponsibilitiesbetweenEUinstitutionsandmember
states.
AconstructivedialoguebetweentheCommissionandmemberstateshasde-
veloped.TheCommissioncouldshareitsexperienceoftengainedinotherparts
oftheEuropeanUnionandmemberstatespresentedtheirownpointofview,
indicatedtopossibledirectionsandlimitationsofthereforms.Insomecases
memberstatesattractedregionalandlocalauthorities,socialpartnersandother
stakeholderstothepartnership.Inmanycases,however,thecooperationwas
temporaryonly.AdefinitionoftheroleofindividualEuropeaninstitutionshas
notbeencleareither.
Intermsofinstrumentsofcooperation,theIntegratedGuidelineshaveproven
useful,yettheywereinsufficientlyfocusedonprioritiesandtheirimpacton
nationalpolicy-makingwaslimited.Nationalreformprogrammeswereuseful
toolsforpromotingcomprehensivegrowthstrategies.However,theapproachto
nationalreformprogrammesdifferedconsiderablyacrossmemberstates.They
ofteninsufficientlyreflectedthedifferencesinstartingpositionsbetweenthe
memberstates.Theadoptedgoalsprovedunrealisticandtoogeneralattimes;in
othercasestheperformanceofsomememberstatesexceededthetarget.Coun-
try-specificpolicyrecommendationswereanimportantcomponentofthestrate-
gybuttheirimpactonrealreformsvaried.Alsotheirformulationtendedto
rangefromratherspecificadvicetogeneralorientations.Therehasbeenanin-
tensificationofpolicylearningandexchangesofgoodpractices.MemberStates
showedconsiderableinterestintheexperiencesofothersinareasrangingfrom
