ofentitiesofthepublicsector;theyaremeanttoincreasetheeffectivenessof
publicserviceperformance.
2.PartnershipsintheimplementationoftheLisbonStrategy
andEurope2020
TherevivedLisbonStrategyof2005introducedanewcoordinationstructure
oftheactionsofEUinstitutionsandmemberstatestakentoimplementit,based
onpartnership.ItsupplementedpartnershipsattheEuropeanlevelbetweenthe
EuropeanCommission,EuropeanParliamentandEuropeanCouncil.TheEuro-
peanCouncilalsoinvitesmemberstates“tobuildpartnerships,atnational,re-
gional,localandsectorallevelswithkeystakeholders,includingemployersand
tradeunions,inaccordancewithnationallegislationandpractice.Thesepart-
nershipsshouldcreateasystemwhichrespondstodemand,takesaccountof
long-termskillsandcompetenceneeds,encouragesinvestmentinskillsand
competencesandaddressesthespecificneedsofdisadvantagedgroups”2.Euro-
peanPartnershipforthecreationofjobsandgrowthisthefocalpointofthenew
formulaofcooperation3.Itsassumptionwastoincreasethecontributionofthe
EuropeanUnionandmemberstatestotheimplementationofStrategytargets
throughthesimplificationandfacilitationofgovernance,greaterconcentration
ontheimplementationofpriorities,maintenanceofgeneralequilibriumbetween
them,achievementofsynergeticeffects,andasimplificationofthemonitoring
procedures.
Thenewapproachwasbasedontheadoptionofathree-yearsettlementcycle
withthestrategicreportpreparedbytheEuropeanCommissionasitsstarting
point.WithreferencetoittheEuropeanCouncildeterminespoliticalguidelines
forthethreegoalsoftheStrategydirections(economic,socialandenvironmen-
tal).BasedonTreatydelegation(Art.99and128)theCounciladopts“integrated
guidelines”consistingoftheBroadEconomicPolicyGuidelineswhichensure
cohesionoftheStrategygoals,andtheEmploymentGuidelines.Basedonthese
guidelinesmemberstatesadaptnationalreformprogramsfollowingsocialcon-
sultations.NationalcoordinatorsfortheLisbonStrategyareappointed.The

States,meetingwithintheCouncil,ontheroleofthedevelopmentofskillsandcompetencesin
takingforwardtheLisbongoals(2005/C292/02).
