tionforanyadditionalinformationandclarification.Bothaministerandarector

coulddeclinetogiveconsenttothefoundingofastudentorganizationifthedraft

statuteofanorganizationorascientificcircledidnotcorrespondwiththerequire-

mentsoftheregulationor,iftheactivityof,forinstance,ascientificcirclecouldim-

pederealizationofteachingandeducationaltasks,orwhentherectorconsidered

thatthecreationofacirclewillnotbringanybenefitstostudentsandtheschool.So

therewasnoroomforcontroversyandstudents’interestingresearchprojectsbe-

causeitwouldbeunwelcomeintheministry,onwhich,inturn,theuniversityde-

pended.Theministrywantedtoseethecooperationofschoolauthoritieswithna-

tionalstudentorganizationswhichwereearliercheckedbytheministryandwhich

dealtwitheducationproblems,thedevelopmentofculturallifeinstudentenvi-

ronments,studentsciencemovement,livingconditionsandthedevelopmentof

tourismandsportamongstudents15.

Itwaseasytoviolateoneofmanyelementsconditioningthefunctioningof

anorganizationoncampus,especiallywhentheyhadthesignsofthediscre-

tionaryandsubjectiveassessmentoftheproblem.Themostcontroversialand

difficultpointforstudentsandschoolswastheonerelatingtotheassessmentof

valuesandusefulnessoforganization!sworkandissuesraisedbytheorganiza-

tion.Dependingonthesituation,arectorcouldsuspendtheactivityofsuchan

organizationorapplytothesenateforitsdissolution.Therefore,inthefollow-

ingdecadesitwasdifficultforindependentstudentorganizationswhichwere

fightingfordemocratizationofthecountrytooperate.Anexampleofthiscould

beIndependentAssociationofStudents(NiezależneZrzeszenieStudentów)found-

edonSeptember22,1980,which,asaresultofeventsandworkers'strikes,was

bannedin1981andlegalisedagainafter1989.

Atacademiesofmusic,wheretheatmosphereandtrustingateacher-master

wereverycrucialelements,therewereusuallynotensionsarisingfromsome

lawsregulatingthefunctioningofstudentcircles.Artisticenvironmentsreferred

tothestridentproposalsofpoliticalorganizations,asevidencedbytherectors!

reportssenttotheMinistryofCultureandArtsfullofhumilitybecauseofun-

fulfilledambitionsofpoliticalactivistsandassurancestorepairthesedeficien-

cies.ItwasparticularlydifficulttoadapttothepoliticalrealitiesoftheWroclaw

AcademyofMusic,whichstruggledwithlowactivityoforganizationssuchas

theAssociationofSocialistYouth,theAssociationofPolishStudentsandScien-

tificCircle.Inordertokeepupappearancesofpoliticalcorrectness,therector,
