oftenreferredtoas"victorywithoutabattle".Thedefinitionsofexternal
threatsusedsofarwereunambiguousanddidnothavetobesubjected
toanymodificationsduetostrictcriteriaandpremises.Thisisbecause
rarelywhentryingtodeterminethetypeanddegreeofrisk,thesocal-
lednon-militaryoptions.
Currently,wearedealingwithrecurringasymmetricconflictswithun-
conventionalactivitiesthatrequireremedialmeasuresinamuchwider
areathaninthecaseofaconventionalattack.
Theperceptionofthethreatanditsdefinitionisdifferentintheeventof
apossiblethreatandwhenitalreadytakesplaceandtheprobabilityof
anattackisquitehigh.Todeterminewhetherwearedealingwitha
threateningsituation,theemergenceofatleasttwosubjectsofthecon-
flictisrequired,oneofwhichisasubjectatriskinasubjectiveaspect,
andtheotheronethatposesarealthreat.Ofcourse,thethreatisalso
asubjectivefactor,whichdoesnothavetocorrespondtotheactual
stateinanyway.
