history,levelsofdevelopment,nationalincomeanddefencecapabilities.Those
locatedincentralandeasternEuropejoinedtheEUandNATOlater.Assuch,
theyarestillcatchingupandworkingontheireconomicconvergencetrajectories.
InstabilityontheirEasternFlankthereforenecessitates,tosomeextent,atransfer
ofpowerfromcapableandwillingNATOstatestoreinforceexistingcapabilities
intheregion.
InrespectoftheEU,thechallengesassociatedwithshiftsinthebalanceof
powertotheeastarenotonlyeconomicbutalsosecurityones.Duetoitsrapid
expansion,Asiaisregardedasalong-termcompetitiveforceeconomically,while
theRussianFederation,inlightofitsannexationofCrimea,isviewedasathreat
potentialtoitssecurity.Itis,however,amajorsupplierofnaturalgastoanumber
oftheEUmemberstatesandanypotentialdisruptionsonthesupplysidecould
leadtograveeconomicandsecurityissues.Meanwhile,large-scalemigrant
inflows,enteringtheEUfromthesouth,placedownwardpressuresoncountries
andindividualcitiestoincreasesecuritymeasures.Toaddressthesesecuritychal-
lenges,certainfactionsoftheEUbelievethatthedeeperintegrationofitsMember
Stateseconomically,politicallyandmilitarilywouldleadtoasingleunified
powerthatisbetterequippedtorespond.ThiswouldmaketheEUoneofthemost
powerfulblocsintheworld.
However,duetoarangeofhistorical,geographical,economicandresource
considerations,theEU’sMemberStatesarenotfullyintegrated.Somebelieveit
willbenecessarytotransferpowerfromthemorecapableNATOstatestothose
inneedontheEasternFlank,whileothersinthesouthernStatesregardtheissue
ofmigrationtobeasimportantifnotmoreso.Thecentralaimofthisresearch,
therefore,istoascertainthetypesofchallengesconfrontingtheEUMember
StatesthatbelongtoNATO,andtounderstandtowhatextenttheyarecommitted
andabletosupportthealliance,andviceversa.
Thisbookhasbeenstructuredtoaddressthesechallengesandcontainssix
chapters.ChapterOneprovidesinsightintothemaintypesofthreatscurrently
confrontingtheworldasawhole,whileatthesametimeanalysingtrendsin
militaryspending.ThispavesthewayfortheintroductionoftheNATOalli-
ance,itsexpansionovertimeanditsdefencespending.NATOdefencespending
hasbeenfallingsince2009,whilenon-NATOEasternEuropehas,asawhole,
hasbeenincreasingitsexpendituremoresignificantlysincethen.Governments
closelymonitordefencespendinginneighbouringcountriesaswellasinregions
acrosstheworld,soasnottobeatacomparativedisadvantageorevenatrisk.
Theconcludingsubsectiontothefirstchapterthereforediscussestheimportance
aswellassomeoftheargumentsforandagainstdefencespending.
