Duringtheformulationanduseofmanagementknowledgephaseinthe20th
century,twopillarswereparticularlyemphasised-professionalefciencyandprac-
ticalskills.Tenewcenturyemphasisessocialmaturityasthemostimportantcom-
petencepillarformanagementsubjects(i.e.owners,managers,employees)ineco-
nomicalunits.Tisraisesthequestion,“Whyisthisso?”
Tenewlycreatedvaluefortheorganisation,andthroughitalsoforthemu-
nicipality,region,orstate,dependsontherateofcompetencetocreatesuchvalue.
Whateverworkingpositiontheemployeeoftheorganisationholds,themorecom-
petenttheyare,themoreusefultheywillbefortheorganisation.Today,andmore
sointhefuture,competenceisnotgivenbytheworkingpositionorfunction.Capa-
bilityorcompetenceisunderstoodasthereadinessofthemanagementsubject
tocontrolandmanagetheirownworkandtheworkofotherssothatitresults
inarealadded-valuerate,i.e.tosettheobjectives,andtoimplementandevaluate
theminsuchawayastoprovideforsuccessoftheorganisation.
6.Functionsofleadership
andtheiruseinmanagement
Weunderstandthemanagementfunctionasacertaintypeofactivities(a
certainpartofexecutedwork)accordingtotheprincipleofdiferentrelation-
ships,indiferentchronologicalorder,onthebasisofdiferentinformation,and
isconnectedwithdivisionoflabourandspecializationinthesphereofmanage-
ment.
Tedefinitionofmanagementfunctionsandoftheircontentsisevoked
mainlybyrequirementsofpractice.Tetheoreticallyjustifieddefinitionand
elaborationofmanagementfunctionshasadecisiveinfluenceonsecuringthe
courseofmanagementfunctions.Televelofpropersolutionoftheissuesof
managementfunctionshasimpacton:
1)rightdivisionoflabourconnectedwithmanagingactivities;
2)formationofstructureoforganizations;
3)formalizationandalgorithmizationofmanagementprocesses;
4)useofcomputerinformationsystemsinmanagement;
5)questionsofeducationofemployees;
6)basicquestionsofimprovementofmanagementsystem,etc.
Teneedtoelaboratethemanagementfunctionsisurgent.Tedecisivecontri-
butionofscientiststotheexaminationofthecontentsofmanagementprobably
doesnotconsistinelaboratinganduseofrelevantmeansandmethodsinthe
organizationofthemanagementprocessbutinmuchdeeperelaborationand
understandingofthisprocess,anditsvaluation.However,theproblemitselfof
managementfunctionsisnotnewatall.
