ofBruges.ItwasledbyLübeccouncillorJacobPleskowandinclud-
edrepresentativesofthethreeHanseaticdisrids:Vendish-Saxon,
Wesphalian-Prussian,andGotland-Livonic.Prussianmerdants
wererepresentedbytwoElblągandtwoToruńcouncillors,Janvon
SoesandDitmarRebber.AlthoughtheHanseaticLeaguedid
notsucceedinobtainingsignificantprivilegesfromtherulerof
Flanders,itdidmanagetobringthehithertoindependentagency
inBrugesunderitsauthority.Tedelegatesapproveditsdarter
adoptedin1347,clarifyingthescopeofauthorityandpowersofthe
6elders.Henceforth,theirdecisionsweretobeapprovedbytheLeague)s
membercitiesatregularlyheldconventions.Similarconditionswere
alsosoonimposedonotherHanseaticagenciesinNovgorod(1361),
London(1374),andBergen.22
ToforceconcessionsfromBruges,theHanseaticLeaguede-
claredwaronFlandersandblocadedtheportofBrugesfrom1358
to1360.Eventually,theportsofFlandersyieldedtothedemandsof
theGermanmerdantsand,inthepeacetreatyconcludedin1360,
thecountsignificantlyexpandedtheirprivileges.TeHanseatic
Leaguewasalsograntedtherighttocondudretailtrade,andthe
countofFlandersandthecityofBrugesweretopaycompensation
fortheirlosses(1,500thalersand155poundsofgrosdes,relec-
tively).23Fromthatpointon,theBrugesagencyoperatedwithout
majorinterruptions.DuetothesignificantinvolvementofToruń
merdantsintheFlanderstradeatthattime,theirrepresentatives
wereofendosenaseldersoftheagency.Teirtaskwastotake
overthegoodsimportedfromPrussiaandarrangetheirsale,but
theyalsoboughtFlemishclothonbehalfofmerdantsfromtheir
cityandarrangedforitstranlortationtoPrussia.Successiveelders
oftheBrugesagencyintheyears1356-1404werethefollowing
