In1356,theexisingassociationofmerdantstradingwith
GotlandandRutheniaunderwentasignificantmetamorphosis.As
aresultoftheAnglo-Frendwar,inthemid-14thcenturyHanse-
aticLeaguemerdantssuferedsignificantlossesintheirtradewith
Flanders.Teydemandedcompensationfromthelocalcountand
hissubordinatetownsandcitiesfortheprotedionofHanseatic
trade,whidtheCountofFlandershadpledgedtodo.In1351,
anotherincidentoccurredthatcausedharmtotheHanseatictrade.
AnEnglishcorsairinterceptedashipfromGrifaenteringtheport
ofBrugesandrobbedit.TecorsairwasdetainedinSluisand,as
aresultofdemandsfromtheHanseaticLeague,hewastriedand
executed.TispromptedareadionfromKingEdwardIIIofEng-
land,whofirsorderedtheseizureofgoodsownedbytheHanseatic
LeagueinEngland,andthenrevokedthatorder.Heconcludedthat
theauthoritiesofBrugesweretoblameforthesituationandmoved
thewoolsorehousefromthatcitytoEngland.TeHanseatic
agencyinBrugesalsodecidedtotakeadvantageofthecity)sdifcult
situation.Itdemandedtheprivilegetouseitsownscales,whidhad
earlierbeenobtainedbyEnglishandSpanishmerdants,andafer
obtainingit,reneweditsdemandsforcompensationtobepaidto
merdantswhohadbeenrobbedbypirates.21

commercialinteress,causedconcernamongLübecresidentsand
wereconsideredunlawfulbythem.Inordertoresolvethegrowing
conflidaroundtheagency,Lübecresidentsdecidedtoconvenean
assemblyofrepresentativesofthecitiesinteresedintheFlanders
trade.Itwasheldin1356andisconsideredthefirsplenaryconven-
tionofHanseaticcities.Attheassembly,adelegationwaselededto
negotiatewiththecountofFlandersandthemunicipalauthorities
