openingofsmallfurniturecompaniesresultedinhiringotherpeopleandsetting-up
firmsproducingcomplementaryproducts.Currentlyalotofcompaniesformedin
the1990sbelongtothefurnitureclusterandmeettheneedsnotonlyofthePolish
market,butalsoforeignones.
Theresultofthepresentedcasewasalsocreatingapositivesocialrelationship
amongcitizens.Animplementationofjointprojectsbyworkersandparticipationin
commoneventscreatedauniqueatmosphereoftrust.Itinfluencedcreatingsocial
capital,whichlaterenabledsettingupbusinessesandinitiatingcooperation.
AnotherexampleconcernstheBałtówcommune(wheretheclosureofthe
steelworksresultedin13thousandpeoplebeingmaderedundant).Itshowsthat
anon-governmentorganizationcanalsobeadrivingforcetoinitiatepositive
changes.Inthiscase,theAssociationforDevelopmentofBałtówCommune,“Bałt”,
playedacrucialroleinitsdevelopment.Thisassociationwasaninnovator,initiator,
andalsotookoverthetasksandtheroleofthelocalauthoritiesandbusinesssector.
“Bałt”weresoengagedintheiractivitythatinafewyearstheycontributedtothe
transformationofthecommune.Thecommune,whichwasunderdevelopedand
threatenedbyunemployment,wastransformedintoalivelytourismcentrewith
awell-developedinfrastructure(thecreationoftheDinosaurParkandothertourist
attractionshavecontributedtothedevelopmentofaccommodationandcatering
facilities).Nowadaysthecommuneisvisitedbytwohundredthousandtouristsper
year.Localentrepreneurshiphasalsodevelopedandthebudgetofthiscommunehas
increasedseveraltimes.InBałtówoverahundrednewpositionswerecreated,and
unemploymenthasdecreasedfrom30%to7-8%[Bałtów-gmina…2007].
4.Conclusion
Thepresentedexamplesshowthatthedirectionandpaceofdevelopmentofspatial
unitsarenotalwaysprogrammedbylocalauthorities.Theinitiativeofenterprises,
localcommunities,orNGOscanalsocontributetolocaldevelopmentandbecome
thebasisfordeterminingfurtherdirectionsofdevelopmentofgivenspatialunits.It
is,ofcourse,desirablethatalllocalactorsco-operatewitheachother(exchangeof
information,recognizingeachother'sneedsandpriorities,mutualsupportinthe
implementationoftheactionstakenandtheirfollow-up).Thecreationofanetwork
ofco-operationisimportantalsobecause“anetworkofinteractionsbetween
individuals-socialnetwork-isthebasisoftheeconomicsystem”[Vega-Redondo
2006,pp.2305-2338].Tosumup,themostimportantissueinlocaldevelopmentis
toworkouttherulesofco-operationamongnon-governmentalorganizations,local
governmentandthebusinesssector.Localactorscanberecognizedasendogeneous
resourcesoflocaldevelopmentwhichincreasinglyinfluencetheprocessesof
developmentonalocalscale.
