Summary:Areturntolocality,thepowerseeninactivitiesleadingtosocio-economic

developmentatlocallevel,confirmtheimportanceofresearchanddebateonthesignificance

oflocalactorsinlocaldevelopment.Thatiswhythepaperfocusesontheroleofother

actorsoflocaldevelopment.Therearealsoactivitiesthatcanbeundertakenbylocalactors

inordertoeffectivelyinfluencelocaldevelopment.Experiencesconnectedwiththeroleof

localauthoritiesinlocaldevelopmentconfirmtheirimportanceinthisprocess.Itneedsto

bementioned,however,thatlocalauthoritiesarenottheonlyactorsoflocaldevelopment.

Entrepreneurs,localsocietyandnon-governmentorganizationsalsoinfluencethedirectionof

localdevelopment.Nowadays,thereisagreatfocusontheeffectsofco-operationbetween

localactorsforlocaldevelopment.

1.Introduction

Thechangeswhichtakeplaceinacontemporaryeconomydonotreduceinterestin

thelocality.Onthecontrary,itshowsthataspatialunitatthelocallevelisoftenleft

toitselfinthecontextofchangesandtheproblemsresultingfromthem.Itisatthe

locallevelthatthesechangesarefeltmost.

WithrevitalizinglocalgovernmentinPoland,andtheestablishmentofthe

municipal,district,andvoivodeshiplevels,theauthoritiesofspatialunitswere

assignedspecifictasks.Localauthoritieshavebeenobligedtoperformcertain

tasks,aimedatsatisfyingtheneedsoflocalsocietyaswellastheprogrammingand

implementationoflocaldevelopment.Thesespecificgroupsoftasksarenottheonly

activitiesundertakenbylocalauthoritieswhichleadtolocaldevelopment.Oneofthe

keyEUdocumentsconcerningthesignificanceoflocalauthoritiesinsocio-economic

developmentiscalledLocalauthorities:actorsfordevelopment[Localauthorities…

2008].Thisdocumentunderlinesthemeaningoflocalauthoritiesinco-operationand

developmentpolicy,inparticularsettingastrategicandcoherentframeworkforthe

exchangeofexperienceandenhancingtheirparticipationindevelopmentalprojects.
