SupportfortheRussianautomotiveindustryhasbecomeapriorityinanti-
crisispolicy.Actionscanbegroupedintothreemainblocks:protectionofthein-
ternalmarket,supporttheeffectivedemandforproductsmanufacturedinRus-
sia,aswellasthestabilisationofthefinancialconditionofRussianautomakers
andtheirinvestmentactivitystimulation.
AccordingtotheRussianMinistryofindustryandtrade,in2009thestate
hasalreadyspentforcarindustrysupportmorethan100billionrubles

therearedisputesaboutthenewaidpackagefor«AvtoVAZ»at70billionrubles.
Ifthismoneyisallocated,atotalsumofthebudgetaryfundsspentforrescueof
nationalcarindustrywillbecloseto6billionrubles.Forcomparison,inGerma-
nythegovernmenthasallocated5billioneuros.
Theincreaseinimportdutiesfornewandusedcarsbecameoneofthetem-
porarymeasuresdirectedonprotectionoftheRussianmarket.Introductionof
dutiesistheoneofsupportingmeasuresfortheRussianautomobileproducers
locatedontheterritoryofRussia.Measuresofhomemarketprotectionfromim-
portofusedcarsmaintainnotonlynationalproducers,butalsotheenterprises
workinginamodeofindustrialassemblage.
Introducedduringthecrisis30%-dutieswerepositivelyreflectedonthein-
dustry’sdevelopment.Efficiencyofcustoms-tariffregulationisexpressedin
growthofsalesofdomesticcarsandredistributionofthemarketinfavorofthe
carsmadeinRussia.Thenewideainstruggleagainstcompetitorsofdomestic
carindustrywasinvolvingofRussianSpaceAgencywhichsuggestsraisingcus-
tomchargesifthecarisnotequippedwiththeGLONASS-receivermadein
Russia.
AsaresulttheshareofcarsproducedinRussia,includingforeignbrands,
inthemarketofpassengercarsincreasedfrom38%in2008to49%in2009,and
inthemarketofcommercialcars–from59%in2008to75%in2009.Despite
theoveralldeclineinthemarketandincreaseinimportrates,theeffectfromin-
troductionofdutiesforthebudgetoftheRussianFederationwaspositive.
Newconditionsofstatesubsidiesforthepurchaseofdomesticcarshave
comeintoforce.Themaximumcostofcarswhichcanbeboughtunderthesub-
