Inthisarticleweprovidetheanalyticalreviewofthegovernments’measures
toovercometheconsequencesoftheworldfinancialandeconomiccrisiswith
underliningsuccessfulandinefficienteconomictoolsofmonetaryandfiscalpol-
icywhichwereusedforsupportingfinancialandrealsectorsinthedeveloped
economiesandRussia.
Incontemporaryeconomictheory–economicsofthepublicsector,institu-
tionaleconomy–thenewimpulseforstudyingtheincreasingroleofthegov-
ernmentinthemodernworldandstrengtheningofpositiveeffectsfromitsinter-
actionwithmarketstructuresisgiven,takingintoconsiderationtheprocessof
economicrecoveryfromtheworldfinancialcrisis.Issuesontheoptimumand
efficientgovernment,scalesofitseconomicactivity,effectiveinstitutesarenot
onlybecomingthesubjectofsharpscientificdiscussions,butmainlyindicating
thepracticalneedsforestimationthecurrentandworkingoutofnewtoolsand
institutesonthenationalandinternationallevels.
1.Recoveryfromthecrisis:leadersandoutsiders
2010istheyearoftheworldeconomyrecoveryfromthehardestglobalfi-
nancialcrisis.Thisprocessgoesdifferentlyinvariouscountries:thehigherrates
