overinMarch2010by8.1%.
ThebestresultsthissystemshowedinGermany,wheresubsidyis2500eu-
ros.AlthoughinnearlyallEuropeancountriessaleshaveplummeted,inGerma-
nytheyhaverisenbyalmost40%.Itisimportantthatfor2500eurosinGerma-
nyorinanotherEUcountryyoucanbuygoodusedcar,soit’squiteadequate
amount,comparablewiththepriceofanewcarandsufficientlyrelevantin
termsofrealsavings.[10]
SuchaprogramoperatessuccessfullyalsoinRussia.Thismeasureiseffec-
tiveenough:besidesincreaseofdemanditallowstoupdateamotorcarparkthat
inturnraisessafetyoftraffic,conductstoreductionofharmfulemissions,im-
provingenvironment,andalsorepresentsreachsourceofnonferrousmetalsfor
thefurtherprocessingthatstimulatesthedevelopmentofrecycling.Butthesub-
sidyisnottheuniquesupportwhichwasreceivedbyGermancarindustry.
WhiletheGermangovernmentrefusestomakedirectmonetaryinjectionsincar
factories,thesupportisrenderedbytheEuropeaninvestmentbank(EIB)

total,EIBallocatedabout7billioneurosinthefirsthalfof2010atthelowered
rates,whichmotor-carmanufacturersshoulddirectondevelopmentofenviron-
mental-friendlytechnologiesandsupportofitsplantsinEasternEurope.
Fromthebeginningof2010Germanmotor-carmanufacturershavebeen
occupyingabout70%ofinternalmarket,andalsotheseventhconsecutive
monththeyhavebeenincreasingexport.InApril2010thedeliveryofGerman
carstoforeignmarketsgrewby58%andwasequalto388.8thousandcars.And
theshareofexportinoutputhasincreasedto75%fromthebeginningofthis
year.Inotherwords,threeoffourcarsproducedinGermanywillbeboughtin
theforeignmarkets.IflastyeartheGermanautomakersincreasedexportdueto
growthinChinesemarket,thisyearthereisalsoincreaseinsalesintheUSmar-
ket,whereautomakersfromGermanyshowedbetterresultsthantheAmerican
marketasawhole.
Thestimulatingprogramsconnectedwithrecyclingofoldcarswillproceed
in2010onlyinasetofcountries.AccordingtoACEA,tilltheendoftheyear
grantswillbepaidinFrance(sinceJulythesubsidydecreasedfrom800to500euros)

facturesVolkswagen,BMWandDaimler.Besides,itisplannedtoallocate200millioneurosfor
GermanFordfactories.OpelcangetfromEIB400millioneuros.
