God’splanofsalvationaltogether,butthatitwasnotestablishedwithin

theorderoftheNewTestament.Thus,marriagebelongstotheorderof

creation,notredemption.ThisviewhasitsfoundationsinLuther’steach-

ingonthetwokingdoms:thespiritualandthesecularone.Boththe

realms(kingdoms)arespheresofGod’sactivity:inthesecularone,He

istheLordofcreation;inthespiritualone,HeistheLordofsalvation.

ThespiritualkingdomisruledonlybyChrist,theSaviourofmankind.

Christ’ssalviﬁcactivityaimsatthe“inner”man.The“outer”or“secu-

lar”sphereoflifebelongstothekingdomofGodastheCreatorofthe

world.KeepingthissphereoflifeinorderhasbeencommittedbyGodto

secularrule.Institutionofmarriagealsobelongstothelatterorder.8The

secularcharacterofmarriagethendoesnotbyanymeanssignifygodless-

nesstoLuther,butitmeanssubmittingittothesecularregimentofGod.
