Whilemanyinstitutionsandpoliticianssuggestnewsolutions,itisimportant
tobetterunderstandtruesourcesofmigration.Thisanalysisexaminesthe
mainpullandpushfactorsandtheEuropeancontext,toestablishwhether
proposedsolutionstotheproblemcanbearfruit.Itconcludesthat,instead
oflookingforsolutionsoutsideEurope,theEUanditsMemberStatesmust

culminationofCBMdevelopmenttookplaceinthe1990s,buttheprocesses
