characterofXi’sforeignpolicyduringhisfirsttermandaskswhetheritwas
moretheresultofachangeinthemostimportantassumptionsinChina’s
foreignpolicy(strategy)oronlyameanstoaccomplishthem(tactics).
First,itiscrucialtoextracttheconceptualrangeconnectedtothisissue.
Therearemanydefinitionsofforeignpolicythatfocusmainlyontheentities
responsibleforcarryingitout(stateinstitutions,politicalparties,research
institutions,andstatecompanies).Prof.J.Kukułkapointsout,i.a.,onthe
publiccharacterofforeignpolicy,that:“foreignpolicybelongstoapartof
stateactionsfromtheoutercircleandisonepublicpolicy.”4Furthermore,
hestatesitsthreemostimportantfeatures:“stronginterdependencewiththe
stateinternationalenvironment,specificcontentandformatsofitsactivities,
andveryextendableandprominentareaofactivities.”5Therearealso
definitionsthattrytogeneralisetheissue,whichinfactbettercorrespondto
theChineseversion,andthepurposeofthisarticle.Accordingtooneofthese
definitions,“foreignpolicyisaprocessofexternalstategoals-formulation
andrealisation,whichreflectsthenationalinterestanditscomponents.”6In
thisframework,severalstateinterestsaremadereal,mostlyinthepolitical,
economic,andsecurityaspects.7Theaccomplishmentofforeignpolicyis
influencedbyconcreteconditionsconnectedtothediversifiedenvironment
inwhichastatefunctions.AccordingtoadescriptionprovidedbyR.Zięba,
italsoincludesconditionalfactorsandcausativeones.Hewrites:“itincludes
environmentalvariablesthatarepremises…aswellasdeterminantsof
actionstakenand[their]impacts.”8
Gatheringandnamingtheprioritieswiththecurrentstateinterestsis
ataskforforeignpolicystrategy.Originallyconnectedtothesecurityconcept,
thenotionofstrategycurrentlyhasbroadcharacterandincludesthewhole
ofstateactivity,alsointheinternationalarena.AccordingtoH.Mitzberg,
