beenendowedwithamuchneeded—andgenerallyunexpected—gravitas.
However,Trump’sendorsementoftheInitiativeshouldnotcomeacrossas
entirelyunexpected.Onthecontrary,itispossibletotrackthissupportto
thefundamentalsofU.S.foreignpolicystrategytowardstheCEEinthepost-
ColdWarera.AsfortheTSIitself,itstillfacesanumberofchallenges,
suchasdefiningtheroleofkeystakeholders,comingupwithaviablelistof
deliverables,andcalibratingitsrelationshipwithotherregionalcooperation
mechanisms.
