Inthelastfewyears,thedivisionoftheEUbetweenMemberStatesinside
andoutsidetheeurozonehasbeguntostabilise.Thosethatintendedtoadopt
thesinglecurrencyasearlyaspossiblehavedonesoandtheotherseither
didnotwishtojointheeurozoneorcouldnotdosoquickly.Thisstability
wassupportedbyseveralfactors,inparticulartheeconomicweaknessof
theeurozone,therelativelyhighpoliticalandeconomicweightofcountries
ontheoutside(whichguaranteed)theirinfluenceintheEU,andthegeneral
stagnationofEUintegrationprocesses.However,itisbecomingclearthat
by2017,thesefactorsarebecominglessinfluential,whichmaytranslateinto
achangeintherelationshipbetweenMemberStatesinsidetheeurozoneand
thoseoutside.Neitheranewenlargementdynamicofthesinglecurrencyarea
noradeepeningofdivisionsintheEUcanberuledout.

Thetheoreticalfoundationsofthedeterrenceconceptweredevelopedduring
theColdWarandusedbytheU.S.andNATOtoreducetheriskofmilitary
confrontationwiththeUSSR.AfterthecollapseoftheSovietUnion,the
dissolutionoftheWarsawPactandthe11Septemberterroristattacks,the
U.Schangeditsdeterrencepolicy.AlthoughRussia’saggressivepolicyforced
NATOtoreinstatedeterrence,itwillbesupportedbyotherformsofinfluence
tolimittheriskofconfrontationinEurope.

Inrecentyears,Yemenhasbecomeanarenaofstrategiccompetitionbetween
