INTRODUCTION
Thedynamic,oftenuncontrolledsocio-economicdevelopmentandtheaccompanyingchangesin
abroadlyunderstoodland-usepatternraisethequestionofthescopeofinterventionofthestateor
regionalandlocalauthoritiesinthosedisorderlyprocesses.Otherquestionsthatariseconcern:
(1)instrumentsthatcanbeusedtogiveaspecifieddirectiontosocio-economicdevelopmentand
changesintheland-usepattern;(2)waysandmethodsofcounteractingerraticurbanisation(urban
sprawl)andpreventingspatialconflicts;and(3)modelsofgrowthandspatialstructuresoftowns
andregionsthatwouldbethemostdesirablesociallyinthetimesofomnipresentglobalisation.
QuestionsofthiskindarebeingposedtodayinalmostalltheEuropeancountries.Inthepost-
Communiststates,manyquestionsarisefromthesystemictransformation,whichhasnotalways
beencarriedoutinamodernstyleandtotheveryendeverywhereandinallthespheresoflife.The
situationofthelattercountriesismuchmoredifficultthanthatofthe‘oldEurope’,becauseherethe
processesofsocio-economicdevelopmentandglobalisationcoincide;asaresult,theimplementation
ofimportantbutcapital-intensiveprioritiesmakesitimpossibletoallocatemajorsumsformoderni-
sationrequiringseriousinvestment.Whatismore,countriesthathaverecentlybecomemembersof
theEuropeanUnionmustadjustthefunctioningoftheirpowerapparatuses,economiesandsocie-
tiestotherequirementsandstandardsofoperationofthisassociation,whichisnotonlytime-
consumingandcapital-intensive,butalsomeetstheresistanceofoldmatter,howeverwechooseto
defineit.
ThepresentvolumeofQuaestionesGeographicaeincludessevenarticlesaddressingcurrentissues
ofsocio-economicandurbandevelopmentaswellasproblemsofitsplanning.Thenatureandscope
ofthearticlesdifferwidely:inthetheoretical-methodologicalsphere,avarietyofperspectivesare
presented,andinthefactographicsphere,avarietyofexamples.Allofthem,however,haveone
undisputablevalue:theypresenteitherproposalsapplicableinplanningactivitiesandprocedures,
oreffectsofmeasurestakentoenhanceregionalorurbandevelopment(mostlyrenewal).Thisis
veryimportantbecausethepresentvolumeisintendedfordistributionnotonlyinacademiccircles,
butalsoamongterritorialself-governmentunitsoftheregionalandlocallevels,sinceitspublication
hasbeenco-financedunderaNationalFundforEnvironmentalProtectionandWaterManagement
project.TheprojectiscarriedoutintheInstituteofSocio-EconomicGeographyandSpatialMan-
agementofAdamMickiewiczUniversityinPoznań,thepublishersofQuaestionesGeographicae.
ThevolumeopenswithLouisAlbrechts’“Strategicspatialplanningrevisited:Experiencesfrom
WesternEurope”,whichdealswiththeneedforchangeinman’slivingenvironmentandtherole
thatstrategicspatialplanningcanplayinthisrespect.Thechangeisnecessitatedbythedeteriorat-
ingstateoftheenvironmentaswellastheenergyandfinancialcrisesthatarepartofthelargereco-
nomiccrisis.Astheauthoremphasiseshimself,“societystartstoreflectonnewconceptsandnew
waysofthinkingthatchangethewayresourcesareused,(re-)distributedandallocated,andtheway
theregulatorypowers(marketversusstate)areexercised”.InAlbrechts’opinion,thoseproblems
canbesolvedbystrategicspatialplanningwhich,however,shouldworkoutanewoperationalap-
proachbettersuitedtothechangingreality.Therealityoftodayandtheneedtomoulditinaneffec-
tivewayisachallengeforplanningasafieldofpracticalactivity.Thetextpresentstheexperiences
ofselectedEuropeanauthorstryingtoconstructaworkabledefinitionofthe‘what’,‘how’and
‘why’of‘new’strategicspatialplanninganditsoperationalisationinafour-trackapproach.Euro-
peanexperiencescanproveveryusefulintheworkingoutofanewmodelofPolishphysicalplan-
ning,i.e.oneofastrategicandintegratedcharacter,accommodatingEuropeanplanningstandards,
