theknowledge-basedeconomy.TheLisbonstrategyisaprogrammesupporting
growthanddevelopmentandconcentratesontheknowledgebasedeconomy,
whereresearchanddevelopmentaswellasinnovationarecrucial.In2005
CounciloftheEuropeanUnionagreedthattheLisbonstrategyneedstobe
reframedandthatitsprioritiesshouldbegrowthandemployment.According
totheCouncilEuropeshouldrestorethefoundationsofcompetitiveadvantage,
increaseitspotentialofgrowthandproductivityaswellasstrengthensocial
cohesionemphasisingknowledge,innovationandmoreefficienthumancapital
management.Forthispurpose,theCommunities’resourcesmustconcentrateon
threefields(economic,socialandenvironmental)inordertotakeadvantageof
asynergyeffectinachievingsustainabledevelopment.Thisresultedinthe
introductionofthreecompletelynewkeyobjectivesoftheenlargedEuropean
UnionObjective1"Convergence”(ERDF,ESF);Objective2"Regional
competitivenessandemployment”(ERDF,ESF);Objective3"European
territorialcooperation”(ERDF).
AnumberoffactorsinfluencetheefficiencyoftheEuropeancohesion
policy.Theeconomicsituationwithtraitsofpricestabilityandbudget
equilibriumwillbestrengthenedbylowerinterestrates.Thisontheotherhand
encouragesinvestmentandaccumulationofcapital,increasesjobproductivity
andthelevelofemployment.Thesetrendsinfluencethepaceofinnovation
andtheirdevelopmentaswellasreducethecostofcapital.Another
determinantistheskillsandefficiencyofoperationofthepublicgovernment,
regionalandlocalauthorityadministration.Externalfactorssuchas
globalisationhavealsogotasignificantimpactoneconomicgrowthand
creationofnewjobopportunities,whichoftenconstitutethekeydrivingforce
ofstructuralchange.Asresultofconsistentactivity,thecohesionpolicyledto
theimprovementofthestandardsandperspectivesoflivingintheEU.The
regionalpolicyontheotherhandencompassesprojectsaimingatthereduction
ofdisproportionswithintheEUonterritoriallevel.Itstoolisfundingprovided
forundertheconditionofcompliancewithcertainrequirementsasregardsthe
objectivesandsystemofimplementation.Thebeneficiarystatesarerequiredto
drawupmedium-termstrategiesoftheresourcemanagement,subsidize
projectswithnationalfunding,cooperationbetweendifferentlevelsof
national,regionalandlocalauthoritiesandtheobservanceoflawand
regulationsoftheEUpolicies.Asresultoftheintroductionoftheseconditions
asystemofsharedgovernancehasemergedbetweendifferentlevels:
European,national,regionalandlocalsocalledmultilevelgovernance.
Duringthepasttwentyyearstheregionalpolicyprovedtobeagreat
advantage.IthasbecomeassociatedwiththeEuropeansolidarityandalsothe
mosttangibleEuropeanpolicy.Ithasprovedtobethedrivingforce
stimulatingmodernizationandeconomicgrowthwithintheEuropeanregions.
