Introduction

Thecontemporaryparadigmoflocaldevelopmentassumestheactiveinvolvement

ofpublicauthorities,inparticularthecommunalones,initscreation.Thisis

contemporarilyreferredtoaslocaldevelopmentgovernanceandapproachedasan

abundantandstillevolvingsetofmethodsandtechniquesappliedinlocalscale

developmentcreation,aswellastheaccompanyingassessmentcriteria.Theroleof

suchfactorsisemphasisedinthediscussedinvolvementas:localcommunitylife

quality,non-materialfactors,socialparticipationandpartnership.Equallyimportant

inthismatterarealsothediversificationofsociallyacceptedvaluesthrough

traditionaleconomicvaluesenrichmentbynewsocial,environmentalandother

values.Therefore,itisbeyondanydoubtthattheideaoflocaldevelopment

governanceisdirectlyrelatedtointegrateddevelopmentconcepts.

Forthisreason,bothinPolandandinmanyothercountries,especiallyinthe

dynamicallydeveloping,localdevelopmentgovernanceismoreandmorefrequently

referredtoasthecausativefactorunderlyingnotonlylocaldevelopmentprocesses,

butalsoregional,nationalorevenglobaldevelopmentones.Insuchsituations,

theresearchfocusedontheoreticalandpracticalproblems,relatedtotheabove

processes’success,isofparticularsignificance.Inspiteofthegrowingnumberof

publicationsdiscussingthisparticularsubjectmatter,thereisstillhighdemandboth

intermsofitstheorymodellinganditspracticalverification.Therefore,theneed

arisestoextendnotonlytheobjectiveknowledgeresourceswithintheframework

ofthisgovernance,butalsotheunderlyingsubjectiveknowledgelayersofferedby

scientists,localandsupra-localauthorities.

Oneoftheresponsestothisdemandisthescientificconference,organized

annuallybytheDepartmentofRegionalEconomyoftheWrocławUniversityof

Economics,entitled“Localandregionaleconomyintheoryandpractice”.In

its20thjubileeedition-recordbreakingintermsofinterestandparticipation-

over100scientiststookpartfromPoland,theCzechRepublic,UkraineandItaly,

aswellasseveraldozenPolishlocalauthoritiesrepresentatives,doctoralcourses

participantsandstudentsfromalloverthecountry.Thispublicationrepresentsone

ofacollectionofsevenwhichincluderesearchresultsconductedandpresentedby

theconferenceparticipants.Itofferspapersdiscussingdifferentproblemsoflocal

developmentcreationinPolandandabroadwhicharecoveredwithinthecategory

oflocaldevelopmentgovernance.Wehavethepleasureandhonourtoofferitto

itsfuturereadershopingthatitscontentwillbecomeusefulinthecourseofboth

scientificresearchandlocalgovernmentpractice.
