Conclusions

Thispaperpresentsbasicprovisionsanddirectionsofregulatorychanges

pertainingtoconsumerprotection,competitivenessandinnovationoftheecon-

omyofEurope.ThosechangesgivedirectiontothemodernisationoftheEuro-

peanmarketwithin2007-2013.Themaindiscussionwasbasedontheprovi-

sionsoftheTreatyofReform.

TheTreatyofLisbonisanimportantformalandlegaldocumentthatwill

makeanimpacton–followingitsratificationbymemberstatesanden-

forcement(2009)–theinstitutionalreformoftheEUandthemechanisms

ofitsfunctioning.Thechangesindecision-makingwillinfluenceallEU

legislation,aswellasitsconstituentparts(internalmarketandeconomy).

TheTreatybroughtordertobindingregulationsandintroducedslight

amendments.Therudimentaryprogramsofdevelopmentoftheinternalmarket

correspondtothosechanges,givingproconsumerdimensiontothecommon

marketandstrengtheningtheinternalmarketasa"systemofundisturbedcom-

petition”.

Whilegivingapositivereviewoftheanalysedprogrammesitshouldbe

stressedthatthe"developmentoftheinternalmarket”hasnotbeen–anditmay

notbe–finished.TheEUfunctionswithincertainsocialandeconomic

situation,intimesofglobalisationandopeningtotheworld.Itsmarketisdy-

namic,subjecttocontinualchanges,andyetinfluencingthosechanges.TheEU

anditsmarketmustfacethechallengesofthe21

stcenturyposedbyglobali-

sationandfar-reachingchangesoftheglobalandEuropeaneconomy.Further

developmentandmodernisationoftheinternalmarketandthedefinition

ofpoliciesdecidingaboutitsmechanismleadinthatdirection.
