tationofinnovation.Initsorganisationalaspect,theProgrammeistostimulate

andfosterthe"spiritofinnovationandentrepreneurship”withinthewhole

Communityanditsmemberstates.Inpracticalterms,theEUinstitutions,both

domesticandregional,willfinancethecooperation.Theworkwillalsoentail

settingupnetworksandfacilitatinginternationalexchange.Operatingpro-

grammesforregionaldevelopmentandEuropeanfundsdesignatedforthe

enterprisesectorareincludedhere(EnterpriseCompetitivenessdevelopment).

Thatsub-programmecorrespondscloselywithotherEUinitiativessupporting

smallbusiness(EuropeanCharterforSmallEnterprises).TheCharter,drafted

in2000,istocuttheredtapeinvolvedinstartingupcompanies,simplify

accountingprocedures,increasetheaccessofsmallcompaniestoEuropean

programmesandpromotionofcross-bordercooperation.Thisisanimportant

directionforinitiativesconsideringtheroleofsmallbusinessinthedevelop-

mentofeconomy,thestandardoflivingandthesituationonthelabourmarket.

ICTPolicySupportProgrammerevertstoTheLisbonStrategyinterms

ofdevelopmentofinformationsocietyandknowledge-basedeconomy.

TheprogrammeenvisagesdecisivedisseminationofICTtechnologiesthatlay

atthefoundationofmoderneconomywhoseassetsareknowledgeandintellec-

tualcapital.Initspresentformanddirections,thissubprogramgoesbeyond

theconfinesofbusiness(internalmarket,entrepreneurshipandcompetition)

anditalsoincludesthepublicsectortappingICTdevelopmentintootherEU

policies,e.g.healthcare,education,environment,etc.(eTEN,eContent

ofModinis).

IntelligentEnergy–EuropeProgramme.Theprogrammeisaimedat

acceleratingtheabsorptionandpromotionofmodernsolutionswithinpower

generationarea,highlightingtherenewablesources.Itiscloselyrelated

tosustainabledevelopment,protectionofthenaturalenvironmentandcitizens’

standardofliving.

Totalbudgetof"CompetitivenessandInnovationFrameworkProgramme”

amountsto3.6millionEuro.Itallocated60%ofresourcesfortheimplemen-

tationofthefirstsub-programme,and20%foreachremainingone.
