Ukraine,andBelarus.TheU.S.andCanadashouldbethankedfortheirlong-
standingcommitmenttoEuropeissecurityandwillingnesstoextendtheir
commitmenttoadditionalcountriesinEurope.ThebureaucratsofNATO
shouldbethankedthattheyfoundcreativeinitiativestobuytimeandset
standardstomakemembersintocontributorsforourcommonsecurity.
Thegovernments,Commission,bureaucrats,andpeopleoftheEuropean
Unionshouldbethankedfortheirneighbourhoodpolicy,legal,and
regulatoryobstinacyandoversight,andfinancialgenerositythatpulled
EasternEuropeWestandhavebeenamagnetforUkraineandotherstates
intransition.TheOrganisationforSecurityandCooperationinEurope
shouldbethankedforitsdedicationtomediatingandbearingwitness
duringconflicts.ThepeopleofwhatusedtobeEasternEuropeshouldbe
thankedforremindingusthattheyearningforlibertyandhumandignity
areuniversalandfortheircourageinclaimingthosethingsforthemselves.
AndGeorgeHerbertWalkerBushshouldbethankedforhavingthe
vision,generosityofspirit,anddeterminationtoreachacrosstheColdWar
divide.
