INTRODUCTION
Theeventsofthebeginningofthe21stcenturyindicatethat
currentlyinternationalsecuritydoesnothaveaunipolardimension.New
economic,technological,andmilitarypowerisemerging.Therealitiesof
themodernworldforceanewassessmentofthreatsthatrelatetoboth
militaryandnon-militaryinternationalsecurity.Despitethefactthatthe
processescharacterizingthecontemporaryinternationalenvironment
createmanynewchallengesforitssecurity,thepositionofthestateasthe
basicsubjectofinternationalrelationshasnotchanged.Ontheotherhand,
themethodsandinstrumentsofshapinginternationalsecurityaresubject
toconstantevolution.
Globalization
processes
have
accelerated
changes
in
the
internationalsecurityenvironment,thedynamicsofwhichwasenhanced
bytheintensivedevelopmentofinformationandcommunication
technologies.Thecomplexityofproblemsandsecurityissueshas
increased,oftensituatingnationalproblemsintheinternationalspace.
Threatshavedemocratizedandstateshavesomehowbeenforcedtojointly
solveeconomic,socialandhealthproblemswithingovernmental
internationalorganizations(globalandregional)orinlessformalized
formsofcooperation.Therehavealsobeenactivenon-stateactors
influencinginternationalsecurity,suchastransnationalcorporationsor
non-governmentalorganizations.
Someofthethreatscanbesolvedaspartofbroadlyunderstood
diplomaticactivity,carriedoutbothinbilateralandmultilateralrelations.
Others,toodifficulttoberesolvedbytheinternationalcommunity,turn
intodramaticarmedconflicts,oftenlong-lasting.Theyconcernnotonly
purelypoliticalissues,butalsosocial,economic,cultural-civilization,and
militaryones.
Thestructureofthispublication,whichwearepresentingtothe
Readers,entitledChangesforsecurityintheXXIcentury,addresses
selectedthreatstosecurity,bothEuropeanandglobal.Thisworkalso
attemptstofindwaystocounteractthreatsandresolveconflictsituations.
