2.AssumptionsoftheLocalRevitalizationProgramfortheOlsztyncommune
Thefactthatthecommuneauthoritiesmadeadecisionthatitisnecessaryto
coverthecommuneoritsfragmentwitharevitalizationprogrammeansthatthe
areaisundercrisis,i.e.itlostitsabilitytocopeindependentlywiththecrisis
phenomena.Ontheotherhand,italsomeansthataccordingtotheauthorities,the
areastillhasacertainendogenouspotential,activationofwhichwillallowto
takeitoutofthiscondition.
ThemainobjectiveoftheLocalRevitalizationProgramoftheOlsztyn
Communeistostrengthenthedevelopmentalpotentialofthecommunethrough
revitalizationofpublicspaces,andprovidingthemwithnewtourist,recreational
andsportfunctions,andactivationofthelocalcommunity.
Inthe“Europeanlocalgovernment”rank,publishedinthe“Rzeczpospolita”
newspaperon18July2013,theOlsztyncommuneoccupiedthesixthpositionin
thecountryandthefirstintheSilesianvoivodeship,inacquiringEuropeanfunds
bytheruralcommunes.Thelistwasdrawnuponthebasisofinformationon
budgetaryincomefromEUfunds,andEUsupportwithinthenationaland
regionaloperationalprograms.TheOlsztyncommunehasbeeninvestingtheEU
