StanisławStaszic(1755–1826),aswellasotherrepresentativesofWar-
saw’sintellectualélite,putforwardtheideaforaninstitutionofhigher
educationwhichwasacceptabletothemonarch,whowastsarofRus-
siaandkingofanonlypartiallyrestoredPoland.Tecapitalcitygrew
alongsidetheUniversity.Severalmonumentalbuildingswereraised:
theGrandTeatre,theMinistryoftheExchequerandtheGovernment
CommissionofRevenueandtheTreasury(intoday’sBankowySquare)
andthePacPalace,theMostowskiPalace,andtheStaszicPalace.Te
dynamicallydevelopingcityalsorequiredurbanplanningregulations.In
1815–1830Warsaw’smostimportantsquareswerelaidout:Zamkowy,
Teatralny,Bankowy,Warecki,TrzechKrzyżyandMałachowski.34Inthe
sameperiod,theBankofPoland[BankPolski],theLandCreditAsso-
ciation[TowarzystwoKredytoweZiemskie]andtheSavingsAssociation
[TowarzystwoOszczędności]wereestablished.Tefamousmonuments
toCopernicusandPrinceJózefPoniatowskiwereerected,andthechapel
withtheheartofKingJanIIISobieskiinthechurchoftheCapuchin
BrothersonMiodowaStreetwasrenovated.35
Duetotherapiddevelopmentofindustry,inthefifteenyears
oftheCongressKingdom’sexistencethepopulationofWarsawgrew
from80,000to140,000.Tisprosperitywaslargelytheachievementof
PrinceFranciszekKsaweryDrucki-Lubecki,theKingdom’sMinisterof
theExchequerintheyears1821–1830.36Teauspiciouseconomiccon-
ditionsenabledtheauthoritiestomodernizenotonlythecity,butalso
itsUniversity;tobuyteachingaidsandequipmentandtoawardscholar-
shipstoprofessorsandoutstandingstudentssotheycouldtravelabroad.
