Firstofall,thesummitshouldreaffirminpracticalandconcreteterms
NATOsolidarity,callingonthenationstoprovidetheircontributionoutside
theirspecificgeographicalproximity.Inorganisationalterms,athorough
reconsiderationofthefinancialmechanismsoftheAllianceappearstobe
necessary,stoppingtokeepthe“costsliewheretheyfall”principleasatruth
offaith.Also,anewtaskshouldbegiventotheSecretaryGeneraltoreviseand
possiblypartiallyreversetherecentreorganisationoftheNATOCommand
Structureinordertogranteffectivelyaconsistentmatchwiththeagreed
levelofambition,which,inthepresentstrategicscenarios,seemstobemore
realisticthanever.Andfinally,onthepoliticalside,anewapproachshould
betestedwithRussia,makingitclearthattherearenohostileintentionsfrom
NATOandthatMoscowhasnoreasontobeaggressiveincountriessuchas
UkraineandGeorgia,withwhomnegotiatedagreementsmustbefoundand
compliedwithinordertosolvethecontroversies.
