AnotherimportantprovisionoftheDirectiveisthatmemberstatesshouldavoid
pro-cyclicalfiscalpolicies,andingoodtimes,takemoreintensiveactionsforfiscal
consolidation0Achievingthesegoalsistobefacilitatedbypreciselydefinednumerical
fiscalrules(especiallytheEUexpenditurerule),whichshouldbetakenintoaccount
intheannualbudgetlawpassedbyindividualmemberstates0
TheDirectiveunderlinestheneedtoraisetheimportanceofthemultiannual
budgetaryframework,whichtogetherwiththenumericalfiscalrulesaretoconsti-
tuteastrengthenedframeworkforEUbudgetarysurveillance0Strongnumericalfiscal
rulesshouldclearlydefinegoalsandamechanismfortheireffectiveandwell-timed
monitoring0Theserulesshouldbeverifiedbyindependentbodiesinrelationtothe
functionalbodiesofthememberstates0Theintentionofthisprovisionistocreate
fiscalinstitutionsindependentfromthegovernment(itsfiscalcouncils,fiscalagen-
ciesetc0)thatwouldpresentassessmentsofpublicfinancesandrecommendtaking
appropriatemeasurestochangethesituation0
