the“freeforall”ofindividualviewerschoosingwhattheywantedtowatch.
Tisbookisanoutcomeofaseveralyears-longresearchproject,funded
bythePolishNationalScienceCentre.Itrepresentsoneofseveralsuchexplo-
rationsofthelocalcontextsinwhichdigitalcommunicationstechnologieswere
shapedbyindividualsandcommunitieswithdiverseinterests,whofoundmul-
tiplemeaningsinthetechnology.Similarstudiesarenowappearingorhaveap-
pearedofotherlocalhistories,notablyofAustraliaandCzechoslovakia,forex-
ample,aswellasmyownworkontheBritishcontext.7Tesestudiesundermine
technology’sappearanceastheincarnationofauthoritativeknowledgeandshow
that,inreality,itistheoutcomeofpeopleexperimentingandcreatingthingsthat
aremeaningfultothem.However,thesesocialshapingprocessesdonotoccur
inavacuumbutunderconditionsdefinedbydilerentkindsofstructuralin-
equalityandpoliticaldomination.Inthis,theydonotonlyconcernthepastbut
havemuchtoteachusaboutthepresentandhowthefuturewillbemade.
