Introduction
CohesionpolicyimplementedbytheEuropeanUnion(EU)ischanging
overtheyears.Therewasachangeintheamountoffundsallocatedtoits
implementation,maindirectionsofsupport,instrumentsforitsimplementation
andacatalogofentitiesauthorizedtouseEuropeanfunds.Inthefinancial
perspective2007-2013,about35%oftheEUgeneralbudgetwasallocated
toitsimplementation.Inrecentyears,theorientationofcohesionpolicyhas
changeditsdirectionsoastobettersupportactivitiesrelatedtoinnovationor
entrepreneurship,thankstowhichithasacomplementaryfunctiontoprojects
implementedunderotherEUpolicies.Cohesionpolicyisalsoaninstrumentfor
theimplementationofEUstrategies.Currently,oneofitsgoalsistoimplement
theprioritiesoftheEurope2020Strategy,andinparticulartosupportsmart,
sustainableandinclusivedevelopment.
Inthe2014-2020financialperspective,cohesionpolicyisorientedtowards
investmentsintheeconomyandemploymentsupport.Thenewprogramming
periodsupportsactivitiesrelatedtoresearchanddevelopment,information
andcommunicationtechnologies,supportingtheactivitiesofsmalland
mediumenterprisesandlow-carboneconomy.Inthenewfinancialperspective,
co-financingisgivenprimarilytocomplementaryprojectsthat,inanintegrated
manner,affectthesocio-economicdevelopmentofthearea.
Theimplementationofcohesionpolicyintheyears2014-2020hasbeen
thesubjectofconsiderationsduringtheFirstNationalStudentandDoctoral
ScientificConference“EuropeanFundsatthehalfwaypointofthefinancial
perspective2014-2020”,whichtookplaceinWarsawonDecember112017.
TheeventwasorganizedbytheYoungDiplomatsCluboperatingatInstituteof
EuropeanStudiesattheFacultyofPoliticalScienceandInternationalStudies
attheUniversityofWarsaw.Theconferencewasattendedbymanypeople
interestedinthesubjectofEuropeanfunds,representingvariousfieldsofscience:
politicalscientists,Europeanists,lawyers,representativesofinternational
relations.FruitfuldiscussionsheldduringtheConferencecontributedtothe
formulationofimportantconclusionspresentedinthepublication.
