1.1.TheProcessofEuropeanIntegration
Integrationcanrefertosomeactorprocessesofcombiningoraddingelements
intoasystematicwhole1.Therangeofdefinitionsofintegrationfoundintheliterature
variesalongwiththecriteriaadopted.Threetypesofcriteriacanbedistinguished2:
a)timehorizon,
b)mechanismoffunctioning,
c)benefitsofintegration.
Theadoptionofthefirstcriterionleadstotreatintegrationasaprocess,
acontinuousactionleadingtotheachievementofeverclosercooperationbetween
twoormorecountries,creatinganentirelynewstructureofindividualparts.
Thiscriterionalsoallowsustorecogniseintegrationasastate,orthemoment
agivenendisachieved.B.Balassahaspositedthatintegrationcanbeseenas
aphenomenonandasaprocess,whichshowsthedifferencesbetweentheconcepts
of“integration”and“cooperation”.Theformerisintendedtoeliminateexisting
discriminations,whilethelatterisusedtoweakendiscriminatorybarriers3.
