thegainsachievedbythedefenceofWesternEuropeduringtheColdWar
andthosemadenewlypossiblebythepeopleofEasternEuropeandsome
formerSovietstatesliberatingthemselves.
ToPresidentBushisenduringcredit,heseizedthatmomentwith
seriousnessandcreativity,offeringpolicyinitiativesthatinvitedthe
formerSovietstatesintosecuritycooperation,balancingformerEastern
Europeanstates’desireforprotection,prosperity,andincorporationinto
theWestwithconcernforRussiansensitivitytohowmuchtheirpowerhad
diminished.
ForallthederisioncascadedonPresidentBushfor“thevisionthing”
domesticallyintheU.S.,hehadaclear,resonantideaforwhatEuropeafter
theColdWarcouldbe.Hisadministrationcraftedpoliciesandfostered
NATOallianceunityandinternationalacceptancetoenactthevision.
